I agree it has some Safeway-type aspects, but it's a little off; a lot of these aspects are sort of generic to lots of stores from the era.
The main reasons I doubted it was a Safeway were the fact that I couldn't find anything on it in the phone books or city directories, and the fact that there's a big former Safeway a few blocks away on Charter Way (the one with the intact 1950s interior). As I remember, it was also a little small to be a 1950s Safeway, which the photo doesn't really show.
All the same, I guess it could be..
