So..

The Kroger/Universal merger apparently happened in 1928 per an article I found. The first Kroger store listings for Rockford appear in 1929 (which basically means 1928). I was not able to find evidence of any stores operating under the Universal name in Rockford, which may mean they operated under it too briefly to leave much of a trace before being rebranded.

I also can't find any verification on a Kroger actually operating at 420 Chestnut. I DID find an article about a store being PLANNED for that location in 1946, but nothing to suggest it ever actually opened. In 1953, it was the site of a state employment office. There was a Kroger about half a mile away on West Jefferson that would have opened about the same time, between 1945 and 1950, and is still standing (though expanded). It doesn't seem to have lasted long. It would be unusual (but not unheard of) for two stores to open that close to each other in a downtown area in the late 1940s. Maybe the plans fell through and they opened in the other location instead.

However Kroger did acquire some Eagle Stores and rebrand those as Hilander as evidenced in the address chart.

Exterior design looks standard issue for early 2000s Central Division Kroger stores, yes.

Looks like Cub lasted in Rockford until the late 2000s (did Cerberus buy that one too)? They still have a store in Freeport, which is close enough to Rockford that it could be considered a commuter town.

Jewel was in Rockford until the late 80s, I'm surprised they exited Rockford that early, but Rockford has been culturally distant from Chicago, like how San Diego has been culturally distant from Los Angeles.

Piggly Wiggly Midwest and Eagle were one in the same. Consolidated Foods owned Piggly Wiggly before Eagle and then combined the two. Eagle later was owned by Lucky who sold them to private equity. They went bust in 2003.

Eagle was based in the Quad Cities area and made a couple small, brief and unsuccessful attempts to enter the Chicago area. The sale to private equity came before Lucky was merged into American Stores which included Jewel.

Jewel's exit from the Rockford area probably coincided with their sale of most of their operations outside of Chicagoland. They kept stores in places like Bloomington, Indiana which had some tie to Chicago (college students in Bloomington's case), but renamed them Jewel (the downstate and Indiana stores grew out of the Eisner chain which they had acquired years before) before selling them, too.
