Looks like the same interior package as the downtown San Jose Lucky store. It was a 1990s remodel that I've only seen in a couple of stores. As I remember, the signage was bilingual (English/Spanish). It does look like San Jose. The former Norwalk store definately has the late 80's/early 90's floor...

There was a former Lucky, #439 at 11011 E. Firestone Blvd in Norwalk. This might be the store in question. Judging from the store number, it would have opened in the mid 60's. The only Lucky Store in Bellflower was a Gemco on Lakewood Blvd.

This location does not appear on my Lucky/Gemco location list dated 3/86.
Given that, I doubt that it was a former Market Basket unless it was dark for several years.
